Fiber Optic wires do not conduct electricity, and are ideal for EMP-proof systems. Additionally, with such a high density, it would be feasible and cost-effective to put in place, while offering enough extra bandwidth to allow for expansion for several years. A single optic fibre can be split into at least 100 10Gb channels, allowing one wire to serve an entire building (though multiple wires would be a better idea, as the actual cable is very little of the total cost)..

Realistically all nations have 2 character domain name suffixes.

Alternative DNS Root services could be used, such as OpenNIC or the Open Root Server Network, on combination with OpenDNS, to allow the registration of a separate TLD without applying via ICANN.
